I would say yes, but that is based on the style of music, and rock like any style incorporates a variety of different types. I think the style of music is more important than the lyrics, but the I don't listen pay as much attention to lyrics as the music.
I guess more importantly why the question in the first place?
Most music is crap--to include "rock and or roll," as Reverend Timothy Lovejoy would say... it's that 1-10% of music (or rock) that makes putting up with the remaining 90+ %.

Yes. People are going to listen or not listen or believe or not believe whatever they want when it comes to lyrics.

it may look like rock...it may sound like rock, but it's not rock.

just a debate my brother and i had...i just can't acknowledge that crap as rock.
